 anyone know how do you rotate the rear torsion bars a spline or two to lower the rear end?

It sounds very difficult to me... I've never actually seen it done...

But one of the locals has done this many times to his beetles...-

lowering them.... a friend in South Australia has actually adjusted His rear end on His 68 Beetle as it was too low... so it went up...

 

All Beetles have inner & outer splines in the torsion bar rear suspension and can be adjusted....

Beetles with IRS suspension usually have no change in the camber...

Non IRS Beetles - the camber changes as You lower [or heighten] it..

Lower - negative camber... for better cornering...

 

Positive camber is when the top of the tire points outwards further than the bottom...  bottom of the tire is in...

Negative camber is when the top of the tire is in MORE than the bottom... bottom of the tire is out....
